The West Side is changing again. Two massive developments are moving forward near DeWitt Clinton Park, seeking to rezone industrial areas for high-density residential use (C4-7). This isn’t just about new apartments; it’s about a complex trade of air rights that funds Hudson River Park.
📍 801 11th Avenue (West 55th-56th St)
- The Plan: A new mixed-use tower containing approx. 477 residential units and commercial auto dealership space.
- The Trade: The developer seeks to acquire 64,392 sq ft of floor area from Hudson River Park “Granting Sites” (Pier 81/83, Pier 98) to build taller than standard zoning allows.
- Affordability: Under Mandatory Inclusionary Housing (MIH), 119 to 143 units will be permanently affordable.
- Insider Detail: The proposal includes a special permit to modify street wall requirements—effectively allowing the building to push closer to the street line than usual rules permit.
📍 629 West 54th Street (West 54th-55th St)
- The Plan: A larger tower with approx. 617 residential units.

🚀 POLICY SHIFT: The “Affordable Housing Fast Track”
Buried in the hearing agenda is a citywide rule change that could reshape development for decades. The City Planning Commission is proposing a methodology to identify the 12 community districts with the lowest rate of affordable housing production.
Why it matters: If your neighborhood makes that list, future affordable housing projects could bypass the standard 7-month ULURP process for a faster, streamlined review. The goal? To ensure every neighborhood contributes to the city’s housing stock.
The Formula: The rule counts “Start Dates” (when a unit becomes income-restricted) against the total housing stock in the district. It uses data from HPD and the Census to create a transparent “rate of development” score.
🏘️ QUEENS REZONING: Fresh Pond & Myrtle Ave
Community Boards 5 and 8 in Queens are seeing renewed development pressure. Borough President Donovan Richards is holding hearings on March 26.
- Fresh Pond Road (CD 5): A proposal to rezone from R5B (low-rise, 3-story context) to R6A (mid-rise, 6-8 stories). This allows for significantly larger apartment buildings with affordable housing requirements.
- Myrtle Avenue (CD 8): Similar upzoning near 164th Street, shifting from R3-2 to R6A to facilitate new residential development.

🛡️ CONSUMER ALERT: Restaurant Surcharges Adopted
New rules from the Department of Consumer and Worker Protection are now in effect.

- Banned: Hidden percentage surcharges added to menu prices without a clear service justification.
