The Street Vendor Crackdown Goes Digital

STREET VENDOR SITE SELECTION TOOL

The Department of Small Business Services has awarded a $275,000 demonstration project contract to Live XYZ Inc. The contract funds a “street vendor site selection tool” that translates complex street vending regulations into an interactive map. While framed as a tool to help vendors find legal spots, the contract explicitly states that the Department of Sanitation (DSNY) and the New York Police Department (NYPD) will use this mapped data “to accurately interpret the rules and more effectively enforce them.” In a landscape where 75 percent of 2025 violations were overturned, the city is buying technology to ensure future tickets stick.

The Quarter-Billion Dollar Shelter Surge

City procurement records show a massive, coordinated authorization of capital for homeless shelters and congregate supportive housing. Over $250 million in contracts were just finalized, locking in providers through 2035 and, in some cases, 2041. The scale of these awards indicates the administration views the housing and shelter crisis as a multi-decade reality.

SUPPORTIVE HOUSING AWARDS (DOHMH)

The Department of Health and Mental Hygiene has issued a wave of massive contracts for congregate supportive housing for single adults and families. Key awards include:
The Jericho Project: Two contracts totaling over $58.4 million (including a massive $42.7M NY 15/15 contract running until 2041).
The Fortune Society Inc: $36.9 million for facilities in Long Island City.
Common Ground Management Corp: Two contracts totaling $31.2 million.
Institute for Community Living: $21 million for sites in Lower Manhattan.

FAMILY SHELTERS (DHS)

The Department of Homeless Services authorized a $62,579,688 contract to Homes for the Homeless, Inc. to operate shelter facilities for families with children in Staten Island through 2031, with renewal clauses extending to 2035. An additional $17.6 million was awarded to Urban Resource Institute for facilities in New York County.

The Brooklyn Marine Terminal Mega-Project

The timeline for one of the most consequential real estate developments in Brooklyn history is expanding. The Mayor’s Office of Environmental Coordination is extending the public scoping period for the Brooklyn Marine Terminal (BMT) Maritime and Mixed-Use Redevelopment Project.

This extension signals that the Environmental Impact Statement is highly complex and likely facing significant community scrutiny. The project aims to fundamentally transform the Community District 6 waterfront, blending active maritime use with high-density mixed-use development. The public comment period has been extended through May 8, 2026.

Consumer Protection and Infrastructure

CLICK TO CANCEL SUBSCRIPTIONS

The Department of Consumer and Worker Protection is officially proposing new rules to mandate “Click to Cancel” functionality for online subscriptions and automatic renewals. The rules will make it a deceptive trade practice for businesses to require complicated phone calls or in-person visits to cancel services initially purchased online. Violators will face penalties up to $3,500 for repeated offenses.

COMMERCIAL WASTE ZONES EXPAND

The Department of Sanitation is moving forward with the next phase of its Commercial Waste Zone (CWZ) implementation. Brooklyn North and Upper Manhattan will officially transition to their mandated private waste carters in late 2026, forcing local businesses in those zones to adopt new contracting and pickup schedules.
