The official MIH maps for Fresh Meadows, Corona, and Coney Island are now published. No new applications — just the final boundaries for the three rezonings going to City Planning April 29. All include MIH Option 1 and Option 2.

The official Mandatory Inclusionary Housing area maps for three of the six rezonings going to vote next week are now published.

There are no new applications. No new hearings. This is the final administrative step before the vote.

The maps confirm what we flagged Monday: Fresh Meadows, Corona, and Coney Island are moving on schedule for the April 29 City Planning Commission hearing.

Fresh Meadows — 164th Street MIH Area

The map shows a new MIH Area at 75th Road and 164th Street, bounded by 75th Road, a line 100 feet easterly of 164th Street, a line midway between 75th Road and 76th Avenue, a line 140 feet easterly of 164th Street, 76th Avenue, and 164th Street.

This is the C 250290 ZMQ / N 250291 ZRQ Fresh Meadows rezoning (R3-2 to R6A with C2-4) going to City Planning on April 29. MIH Option 1 and Option 2.

The site is currently zoned R3-2, limited to 3-story single-family homes. R6A allows 6-8 stories with MIH. The 100-foot and 140-foot depth dimensions are standard for R6A contextual districts.

Corona — 50-20 108th Street MIH Area

The map shows a new MIH Area at 50th Avenue and 108th Street, bounded by 50th Avenue, a line 150 feet southwesterly of 108th Street, a line midway between 49th and 50th Avenue, 108th Street, 51st Avenue, and Corona Avenue.

This is the C 250253 ZMQ / N 250254 ZRQ Corona rezoning (R6B to R7A with C2-4) going to City Planning on April 29. MIH Option 1 and Option 2.

The site is currently R6B, limited to 4-5 stories. R7A allows up to 14 stories with MIH. The 150-foot depth confirms the standard R7A envelope.

Coney Island — Neptune Avenue Corridor MIH Area

The map shows three areas:

  • Area 1 (gray, left): MIH Option 1, adopted 3/22/18 — original 2018 Coney Island rezoning at W 22nd Street
  • Area 2 (gray, top): MIH Option 1 and 2, adopted 5/28/25 — Neptune/Sixth phase north of Neptune Avenue
  • Area # (new, center-right): MIH Option 1 and 2, [date of adoption] — the new area at West 20th Street, Surf Avenue, Mermaid Avenue

This is the map for the C 250248 ZMK / N 250249 ZRK Coney Island rezoning (R6 to R7-3) going to City Planning on April 29.

They’re extending MIH south of Neptune toward the boardwalk for the first time. The “former Inclusionary Housing designated area” outline shows the old voluntary program being replaced by mandatory.

The new area sits between West 20th Street, Surf Avenue, and Mermaid Avenue, two blocks from the boardwalk. Historically, the city kept that area for amusements and hotels. Mapping MIH there signals a shift to year-round residential.

What This Actually Means

The three Queens/Brooklyn rezonings we flagged Monday are moving on schedule for the April 29 CPC hearing. The MIH designations are now officially mapped, which means if approved, any development must include 25-30% permanently affordable housing at 60-80% AMI (Option 1) or 30% at 80% AMI (Option 2).

The Coney Island map is the most significant — it shows the city is systematically converting the amusement district from voluntary inclusionary to mandatory. That’s a policy shift, not just a single building.

No new hearings, no new sites. This is housekeeping for next week’s votes. But housekeeping matters — these maps are what get recorded against the property and bind future developers to affordability.

The April 29 hearing is at 10:00 a.m. at 120 Broadway. Written comments are due 11:59 p.m. one week before the vote.
