New York City is seeking public comment on $1.55 billion in proposed commercial hotel shelter contracts, according to official public notices reviewed by NYC In Focus.
The shelter notices are the largest item in a busy June 16 public-records batch that also includes proposed food-delivery recordkeeping rules, a major Brooklyn rezoning hearing, a $49.17 million FDNY communications systems award, a $2.53 million sole-source body-camera contract notice, a Hell’s Kitchen cruise-terminal community fund, and NYPD maintenance for radiation/nuclear detection instruments.
$1.55 billion in commercial hotel shelter contracts
The Department of Homeless Services is seeking public comment on 24 proposed contracts for the Integrated Commercial Hotels Program, citywide. The listed contract terms run from July 1, 2026 through June 30, 2029, with renewal clauses running from July 1, 2029 through June 30, 2032.
The notices list the procurement method as competitive sealed proposal. Public comments are due by 10 a.m. Monday, June 22, 2026, and may be submitted to PublicComments@dss.nyc.gov with the relevant E-PIN included.
The proposed contracts total $1,550,970,200 across nonprofit and service providers, including Community Housing Innovations, Community Mediation Services, Comunilife, Elmcor Youth & Adult Activities, Family Services Network of New York, Goddard Riverside Community Center, Help Social Service Corporation, Highland Park Community Development Corp., Home/Life Services, Housing Works, Lantern Community Services, Acacia Network Housing, Bronx Family Network, Bronx Parent Housing Network, Cherokee Nation Management & Consulting, Midway Living, Neighborhood Association for Inter-Cultural Affairs, and others.
The notices do not state which hotels would be used, how many rooms would be covered, whether any individual contract has been registered, or whether payments have begun. Those details should be checked separately through the city’s procurement and spending databases.
Food delivery fee rules move toward a hearing
The Department of Consumer and Worker Protection is proposing recordkeeping requirements for third-party food delivery services to document compliance with city fee-cap laws.
The proposed rule would require delivery platforms to maintain records on the purchase price of online orders, delivery fees, basic service fees, transaction fees, enhanced service fees, and refunds issued to restaurants to remedy fee-cap overcharges. The agency says the records would help it investigate possible violations.
Comments on the proposed rule are due by July 16, 2026. The hearing notice also says comments will be available online after the hearing.
Park Avenue Brooklyn Rezoning heads to environmental hearing
A Bedford-Stuyvesant land-use proposal is moving toward a public hearing on its Draft Environmental Impact Statement.
The Park Avenue Brooklyn Rezoning proposal’s reasonable worst-case development scenario would include 483 dwelling units, including 124 affordable units under Mandatory Inclusionary Housing assumptions, plus 244,088 square feet of private school space, 80,155 square feet of local retail space, 11,590 square feet of medical office space, and 151 accessory parking spaces.
The environmental review identifies significant adverse impacts related to open space, transportation and construction noise. The public hearing is scheduled for July 1, 2026, and written comments on the DEIS are requested through 5 p.m. on July 13, 2026.
FDNY communications systems get a $49.17 million award
The Fire Department listed a $49.17 million award to Purvis Systems Inc. for preventive maintenance, repair, upgrades and on-call systems work tied to FDNY communications systems.
The notice describes the communications systems as mission-critical and operating 24 hours a day, seven days a week in support of first responders. The award uses a competitive sealed proposal process under a best-value approach, according to the filing.
Finance seeks comment on Axon body-camera contract
The Department of Finance is seeking public comment on a proposed sole-source contract with Axon Enterprise Inc. for body cameras, associated software and maintenance services.
The proposed contract has a maximum value of $2,532,326.30 and a listed term from Sept. 1, 2026 through Aug. 31, 2031. Comments are due by 5 p.m. Friday, June 26, 2026.
Cruise passenger fees could fund Hell’s Kitchen projects
NYCEDC is seeking a fund administrator for the Manhattan Cruise Terminal Community Fund, which is financed through a $1-per-passenger fee collected from cruise lines operating under exclusive berthing agreements.
The notice says NYCEDC expects about $2 million in total funds by the end of calendar year 2026, with annual disbursements expected around $700,000. Eligible projects may include environmental stewardship, public realm improvements and workforce development initiatives in Hell’s Kitchen.
NYPD seeks maintenance for radiation/nuclear instruments
The Police Department published an intent to enter sole-source negotiations with Thermo Eberline LLC for maintenance of existing radeye/nuke instruments.
The notice says the instruments support the NYPD Counterterrorism Division and its partners. Any vendor besides Thermo Eberline that believes it can provide the maintenance is invited to respond through PASSPort.
