NYC Civic Watch: Bronx Afterschool, Bank Renewal, Guardian Training

Brick public school campus building in the South Bronx

City filings show $5.15 million in three awards: $3.51 million for afterschool at a Bronx middle school, a $904,308 Bank of America renewal for public assistance banking, and $740,000 in Water Research Foundation dues. HRA is also shopping for a guardian training vendor.

$3.51 million for afterschool in the Bronx

The Department of Youth and Community Development awarded $3,510,000 to Social Justice Network Inc for a COMPASS middle school program in Bronx District 4, at Nuasin Next Generation Charter School (84X461).

COMPASS offers free afterschool and summer programs for kids in kindergarten through eighth grade. DYCD says COMPASS and SONYC together run more than 820 programs across the five boroughs.

Selection method: competitive sealed proposals from a pre-qualified list. DYCD argued that price alone can’t pick a youth provider, so it weighed experience, staffing and capacity too.

What the notice does not say: how many years the award covers or how many students it will serve.

Bank of America keeps the welfare banking job

The Human Resources Administration renewed Bank of America NA for specialized banking services for its Public Assistance and Emergency Public Assistance programs. Amount: $904,308.

The filing calls it the second renewal, for two years. It doesn’t spell out which banking services the money buys.

$740,000 in water research dues

The Department of Environmental Protection’s Bureau of Water Supply is paying $740,000 for a membership in the Water Research Foundation.

The selection method is listed only as “Other.” The notice gives no term and no description of what the membership gets the city.

HRA wants trainers for court-appointed guardians

Adult Protective Services, part of HRA, is seeking a vendor to design and run training for Community Guardian Program staff. These are the people who serve vulnerable adults under Article 81 of the state Mental Hygiene Law, the guardianship statute.

The estimated value is $578,011 for a term of July 1, 2027 through June 30, 2029. Proposals are due Dec. 11 at 2 p.m. through PASSPort.

An optional pre-proposal conference is set for Nov. 10 at 11 a.m. on Webex (meeting number 2347 386 1829). Written questions go to Mohammed Bhuiyan at bhuiyanm@hra.nyc.gov.
