Documents reviewed by NYC In Focus show the City Council will hold a public hearing at 11:00 a.m. on Wednesday, April 22, 2026, on the 147-14 Northern Boulevard rezoning in Flushing, Queens.
The application — ULURP C 220415 ZMQ / N 220416 ZRQ by Northern 147-149 LLC — would change an R5 district to R7X with C2-3 overlay, facilitating a new mixed-use building with Mandatory Inclusionary Housing.
The same filing confirms the City Planning Commission will hold a public hearing at 10:00 a.m. on Wednesday, April 29, 2026, on five additional rezonings across Queens and Brooklyn.
The 147-14 Northern Boulevard Rezoning: R5 to R7X
The headline item is the City Council hearing this Wednesday, April 22. The application would eliminate a C1-2 District, change from R5 to R7X, and establish a C2-3 District at Northern Boulevard and 147th Street.
R5 is limited to 3-4 stories. R7X allows up to 14 stories with MIH. The site is in Community District 7, one block from the 7 train at Main Street-Flushing. CEQR declaration is E-765.

What This Actually Means
The 147-14 Northern Boulevard rezoning will bring the first R7X district to that stretch of Flushing. R7X permits 14 stories with MIH, a significant jump from the 3-story rowhouses and 1-story commercial strips that dominate the corridor. The site is 600 feet from the Flushing-Main Street station.
The four CPC items follow the same pattern: R3-2 to R6A in Fresh Meadows, R6B to R7A in Corona, R5B to R6A in Ridgewood, and R6 to R7-3 in Coney Island. All add MIH and commercial overlays. All are near subways.
This is the second wave after last week’s four-borough sprint. The city has calendared another 600+ housing units for public review before May.
