City Hall wants a way to text and call New Yorkers at scale. The Economic Development Corporation, working with the Mayor’s Office of Mass Engagement, is asking companies for information on a unified text messaging and phone outreach platform, with responses due Nov. 6.
The request for expressions of interest, known as an RFEI, was posted Oct. 19, according to a city notice.
What the office says it does
The notice says Mayor Mamdani created the Office of Mass Engagement to change how New Yorkers engage with government and to open a direct line between the mayor, his team and residents.
The office works inside City Hall and across agencies to plan and carry out outreach that reaches large numbers of everyday New Yorkers, according to the notice.
What the city is asking for
EDC wants to understand available products that combine text messaging and phone outreach in one platform to support the office’s public awareness campaigns.
An RFEI is a fact-finding step, not a contract award. It lets the city survey the market before deciding whether, and how, to buy.
Still, a government shopping for a mass-texting system invites some obvious questions about opt-ins, message content and who sees the contact lists.
Certified minority- and women-owned businesses are strongly encouraged to respond.

It does not address privacy, consent to receive messages, or how residents’ phone numbers would be gathered and stored.
