The engineers and architects who inspect New York City’s building facades, parking garages and tall retaining walls will need a one-year registration with the Department of Buildings starting Jan. 1, 2027, under a final rule adopted Oct. 22.
Until now these inspectors were approved by DOB. Now they’ll be registered, renewed every year and subject to suspension or revocation like other licensed trades.
Who is affected
DOB counts 505 Qualified Exterior Wall Inspectors, 193 Qualified Parking Structure Inspectors and 69 Qualified Retaining Wall Inspectors.
Building owners who must hire them for required facade, garage and retaining wall inspections may want to note the change too.
What it costs
- Exterior wall (facade) inspectors: $960 initial, $320 renewal
- Parking structure inspectors: $960 initial, $320 renewal
- Retaining wall inspectors: $875 initial, $300 renewal
Inspectors approved before Jan. 1, 2027 stay valid until their renewal date and pay only the renewal fee then.
What else changes
Every applicant must be interviewed by DOB. A currently approved facade inspector who was never interviewed must sit for one to renew.
New parking structure inspectors need seven years of experience with parking structures, up from three years with buildings. Inspecting, designing and repairing garages all count. Current approved inspectors are exempt.
There’s a three-month late renewal window with no extra fee. But an inspector whose registration has lapsed can’t inspect or file reports until the renewal is approved. Miss the window, and it’s back to the initial application.
The pushback
Six organizations or individuals commented. Some said the fee was too high, the experience rule too restrictive and a one-year term too short.
DOB changed nothing. It says the fee was approved by the Mayor’s Office of Management and Budget and will pay for new and existing staff to handle the added oversight.
What the notice does not say
It doesn’t say how many staff the fees would fund, or why DOB found disciplining approved inspectors difficult beyond saying registration makes it easier.
