A Park Avenue rezoning in Bedford-Stuyvesant is heading to a July 1 City Planning Commission hearing, with public records citing a net 481 housing units, 124 affordable units, private school space, local retail and a July 13 environmental-review comment deadline.
A proposed rezoning along and around Park Avenue in Bedford-Stuyvesant is moving toward a public hearing with a project area that spans several Brooklyn blocks and a projected build year of 2031.
Records reviewed by NYC In Focus show the City Planning Commission has scheduled a July 1 hearing on the Park Avenue Brooklyn Rezoning, a land-use package tied to zoning map and zoning text changes in Brooklyn Community District 3. The filing says the proposal would affect lots across Blocks 1715, 1716, 1717, 1735 and 1736, with the project area generally tied to Park Avenue and nearby streets including Sandford Street, Walworth Street, Spencer Street, Warsoff Place and Bedford Avenue.
What the rezoning would change
The proposal seeks zoning changes for portions of existing M1-1 and M1-2 manufacturing districts, moving parts of the area into mixed-use zoning districts including M1-4/R7D and M1-4/R6-1 within the Special Mixed Use MX-4 district. The package also includes a zoning text amendment to establish the project area as a Mandatory Inclusionary Housing area.
The public filing says approval would facilitate redevelopment of nine applicant-controlled projected development sites. Those sites are described as part of a larger environmental-review scenario that also considers three non-applicant sites.
The numbers in the public record
For environmental analysis, the filing says the reasonable worst-case development scenario would result in a net increase of about 481 dwelling units, including 124 affordable units under the applicant’s proposed Mandatory Inclusionary Housing option.
The same record lists 201,838 gross square feet of private school space and 28,505 gross square feet of local retail space. It also projects net decreases of about 40,250 gross square feet of medical office space, 17,969 gross square feet of office space, 11,400 gross square feet of warehouse space, 5,000 gross square feet of house-of-worship space and 100 parking spaces.
Public hearing and comment deadline
The City Planning Commission hearing is scheduled for Wednesday, July 1, at 10 a.m. The meeting is listed as both in-person and remote, with the in-person hearing at the City Planning Commission hearing room at 120 Broadway in Lower Manhattan.
Written comments on the Draft Environmental Impact Statement are due by 5 p.m. on Monday, July 13. The filing says the hearing is being held under state and city environmental review laws, with CEQR number 24DCP124K.
Why this belongs on the map
This is not a single-address story. It is a corridor and block-by-block land-use story. The filing identifies a project area tied to multiple blocks and lots near Park Avenue in Bedford-Stuyvesant. For NYC In Focus readers, that means the article should be mapped as a multi-location public-record item, not just as a hearing at 120 Broadway.
The map layer should include the Park Avenue project area as the main story location, plus the City Planning Commission hearing room as the public-action location.
Also in the records
The June 25 notices also include a Charter Revision Commission hearing scheduled for 6:30 p.m. at Park East Synagogue on the Upper East Side. The notice says the commission has been taking testimony across all five boroughs and may consider final action after testimony. It also references a ballot proposal concerning open primaries and nonpartisan local elections for the November 2026 general election.
The Health Department’s regulatory agenda also points to coming rulemaking across several everyday areas, including food service establishments, mobile food vending, dogs in outdoor dining areas, pet shops, childcare influenza-vaccine rules, summer camps, pest control inspections and restricted substances in menstrual and intimate-care products.
For Bed-Stuy, though, the immediate public clock is the Park Avenue rezoning: July 1 for the hearing, July 13 for written DEIS comments.
