Ten of the 11 went out as M/WBE noncompetitive small purchases, meaning no open bidding. The eleventh, a Campaign Finance Board consultant, was a negotiated acquisition justified by urgency.

The urgent consultant who starts in March
The Campaign Finance Board says competitive proposals were not practicable “due to a time-sensitive situation and a compelling need for services to start quickly.”
The contract term, per the same notice, begins March 18, 2027, and runs through March 17, 2029.
What the notices do not say
Most of these awards give no contract term. The ACS notice does not say how many breakfasts $229,950 buys, and the OCME notice does not say which Sakura items the lab orders.
