A single day of contract awards moves hundreds of millions, with several going to out-of-state vendors.
City agencies renewed or awarded close to $360 million in contracts in a single batch of filings reviewed by NYC In Focus — most of it flowing to child-welfare providers, and a meaningful share leaving New York entirely.
The Administration for Children’s Services renewed its largest agreements: $193 million to the Jewish Child Care Association of New York (Brooklyn) for residential care, $92.3 million and a separate $57 million to St. Vincent’s Services (Brooklyn) for specialized foster care and residential care, and $16.8 million to Woods Services Inc. — based in Langhorne, Pennsylvania — for extraordinary-needs foster care through June 2029.
On the capital side, the Department of Design and Construction awarded $33.5 million to Zaman Construction Corp. of Ozone Park to restore the facade and roof of the Queens County Criminal Courthouse, a project that also expands the building’s HVAC capacity and repairs water damage.
The Department of Health and Mental Hygiene committed $11.7 million to The Fortune Society for congregate supportive housing serving 35 single adults at 107 East 123rd Street in East Harlem.
Per NYC In Focus’s standing practice of flagging city money that leaves the five boroughs, several other awards and proposed contracts in the same filings went to out-of-state vendors:
- Woods Services — Langhorne, PA — $16.8M, foster care (ACS)
- National Industries for the Blind — Alexandria, VA — $525,500, accessibility testing for MyCity (OTI)
- K Systems Solutions — Kearny, NJ — $331,292, data platform work (OTI)
- P & S Evolutions — Chicago, IL — $200,000 proposed, pre-employment psychological evaluations (ACS)
- LC Interpreting Services — Jersey City, NJ — $99,999, ASL and deaf interpretation (Mayor’s Office)
- Tri-State Civil Construction — Mahwah, NJ — $1.48M, groundwater well decommissioning (DEP)
- HMD Construction Group — Millstone, NJ — $342,250, tree removal (DEP)
City rules allow out-of-borough and out-of-state contractors, and several of these run through minority- and women-owned business set-asides. Still, in a batch this size, a fair amount of public spending ends up with payrolls that aren’t New York’s.
