New York City Public Schools is shopping for a new accident insurance program for student athletes in the Public Schools Athletic League. Proposals are due Dec. 9, and coverage is expected to begin around November 2027.

The request for proposals, R1894, appeared in a city notice published Oct. 15 under the Department of Education.

What the coverage includes

The winning provider would deliver accident, medical and dental insurance, plus claims administration, for eligible participants in PSAL-sponsored interscholastic sports.

The program is strictly limited to eligible student athletes and authorized participants in approved PSAL activities. Gym class and pickup games are not part of it.

Insurance carriers, agencies, brokers and authorized third-party administrators may apply. The schools say the RFP could produce more than one contract.

Timeline

A virtual pre-proposal conference is set for Nov. 10 on Microsoft Teams. Questions must reach SBProcurement@schools.nyc.gov by 4 p.m. Nov. 19.

Proposals can be emailed to DCPSubmissions@schools.nyc.gov or hand delivered to 65 Court Street in Brooklyn with three business days’ notice. The opening on Dec. 10 is internal only.

What the notice does not say

The notice gives no estimated contract value and does not say who holds the coverage now.

It also contradicts itself on renewals. One passage describes a three-year term with up to two one-year extensions; another says two two-year options. Bidders will want that cleared up before Dec. 9.
